Advancing Blue Carbon Policy in the Philippines: Supporting Released Public Lands Assessment and Seagrass Conservation Frameworks: Technical Assistance Partnership with DENR and DA-BFAR for Evidence-Based Decision-Making, Capacity Building, and Sustainable Financing of Coastal Blue Carbon Ecosystems
The Philippines has a critical opportunity to advance blue carbon conservation by translating strong policy momentum into concrete action. This 18-month technical assistance partnership with DENR and DA‑BFAR to operationalize mangrove restoration policies and build foundational capacity for seagrass conservation, supporting climate commitments, coastal resilience, and sustainable livelihoods. It adopts a unified strategy that recognizes the need for immediate implementation tools for mangroves and long-term capacity building for seagrass ecosystems, aligning both with national development goals and international financing support.
The project delivers two integrated components: first, the development and pilot testing of a Joint Administrative Order (JAO) with standardized assessment tools to guide evidence‑based land use decisions across over 53,000 hectares of released public lands; and second, the establishment of technical, policy, and financing frameworks for seagrass conservation, including carbon assessment, ecosystem valuation, and a National Seagrass Strategy. Together, these efforts will strengthen institutional capacity, enable coordinated governance, and create pathways for sustainable blue carbon financing—positioning the Philippines as a leader in climate-resilient coastal management.
Purpose of the Role
This role will focus primarily on stakeholder coordination, facilitation, data gathering, analysis, reporting and overall actor groups engagement working directly with the Project Manager to deliver responsibilities and implement activities based on agreed upon strategies, following the approved workplan and budgets to ensure accomplishment of project goals, and objectives. The successful applicant will be based in ZSL Philippines Ortigas office with corresponding fieldwork in respective provincial project sites.
Key Responsibilities
- Liaison with government, academic, private and NGO project partners, establishment and maintenance of good of working relationships and collaborations across sectors;
- Liaison with relevant government officials and other partners to ensure the project targets are met providing government support at all stages in project development and implementation;
- Organize, convene and facilitate the conduct of iterative and productive consultations with various actor groups;
- Coordination with national agencies, local government units and other project partners for the planning, organizing, implementation and reporting of project activities;
- Develop and enhance comprehensive socioeconomic assessments tools, organizing and conduct data gathering ensuring all instruments include appropriate safeguarding measures;
- Data management, analysis, report writeup and presentation of results to various stakeholders;
- Provide inputs for the integration of socio-economic and governance methodologies and reporting, policy recommendations, financing framework, communications and other deliverables across project components;
- Setting of and adherence to relevant project objectives and annual work plan as agreed with the project manager and project team;
- Submits own monthly workplans, reporting of monthly accomplishments, activity and travel expense reports and other project documents in observance of ZSL procedures and donor requirements;
- Input to monthly, quarterly and annual technical and progress reports, key performance indicators, and other project outputs in co-ordination with the project manager and the team.
